對(duì)于受限制國(guó)家，外國(guó)人來(lái)訪一般需要出具官方邀請(qǐng)函。
所謂官方邀請(qǐng)函，首先需要邀請(qǐng)單位，在當(dāng)?shù)?區(qū))外事辦公室申領(lǐng)《申請(qǐng)外國(guó)人入境審批表》(見(jiàn)附件)，并如實(shí)填寫(xiě)。
一. 審批表的內(nèi)容及填寫(xiě)：
1. 受邀單位及地址。
填寫(xiě)注意：中英文對(duì)照，外國(guó)單位名稱與地址，需自己翻譯，主要是供外辦審核參考。
2. 被邀請(qǐng)人信息
填寫(xiě)：按照護(hù)照信息填寫(xiě)
3. 入境信息
填寫(xiě)：擬入境日期(請(qǐng)注意：外辦辦理一般需要3個(gè)工作日后，請(qǐng)?jiān)诔鼍邫C(jī)票行程單時(shí)，注意入境日期需在預(yù)計(jì)申領(lǐng)到簽證通知表后)，停留時(shí)間(需與機(jī)票行程單往返日期一致)，入出境次數(shù)(一般為1)，入境后前往地點(diǎn)(你公司所在城市)，簽證機(jī)關(guān)(客戶所在國(guó)中國(guó)大使館，如：中國(guó)駐孟加拉大使館)
4. 在華事由及費(fèi)用負(fù)擔(dān)
填寫(xiě)：一般寫(xiě)商務(wù)考察，或驗(yàn)收等，費(fèi)用寫(xiě)明由誰(shuí)承擔(dān)(示例：來(lái)邀請(qǐng)單位驗(yàn)收向其采購(gòu)的設(shè)備，期間差旅費(fèi)用及其他相關(guān)費(fèi)用由受邀人自己承擔(dān))
4. 邀請(qǐng)單位名稱地址，經(jīng)辦人及聯(lián)系電話等。
5. 邀請(qǐng)單位法人(負(fù)責(zé)人)簽字蓋章
6. 所在地外辦或主管部門(mén)意見(jiàn)，需要到當(dāng)?shù)?一般是行政區(qū)，或附屬市)外辦簽字蓋章，屆時(shí)需攜帶所有通知表需要的材料，下面一一說(shuō)明。
7. 審批機(jī)關(guān)意見(jiàn)。一般需要到地級(jí)市外辦申請(qǐng)最終的簽證通知表(邀請(qǐng)函)。
二.一般隨審批表交付外辦審核簽發(fā)邀請(qǐng)函所需要的材料：
1. 一式三份如實(shí)填寫(xiě)的《申請(qǐng)外國(guó)人入境審批表》
2. 請(qǐng)示(格式見(jiàn)附件)
3. 擔(dān)保函(格式見(jiàn)附件)
4. 雙方營(yíng)業(yè)執(zhí)照復(fù)印件(邀請(qǐng)單位及受邀單位)
5. 業(yè)務(wù)往來(lái)證明(雙方之間合同，發(fā)票，提單等。注意：雙方未有業(yè)務(wù)往來(lái)的情況下，外辦一般不簽發(fā)邀請(qǐng)函，此時(shí)需準(zhǔn)備材料說(shuō)明，比如報(bào)價(jià)書(shū)，客戶公司的情況簡(jiǎn)介等，以說(shuō)服外辦。)
6. 受邀單位的銀行信用擔(dān)保(或資信證明)，(格式見(jiàn)附件)
7. 來(lái)訪人員的護(hù)照復(fù)印件(有以往中國(guó)入出境記錄的，請(qǐng)?zhí)峁⿵?fù)印件)
8. 機(jī)票訂單(由航空公司和旅行社出具的正本最好，如果不行，在線預(yù)訂網(wǎng)站，訂單打印出來(lái)也可)
9. 在華期間住宿訂單，一般邀請(qǐng)單位可以自行提供，只要入住日期與你來(lái)訪日期一致即可。
各國(guó)家受限制程度不同，因此需要提供的材料多少也不同，以上是所有可能需要的材料清單，一般提供之后簽發(fā)邀請(qǐng)函都沒(méi)問(wèn)題。具體要求最好與當(dāng)?shù)赝廪k核實(shí)。
注意：一般中國(guó)駐外大使館都需要《被授權(quán)單位簽證申請(qǐng)表》原件，所以在從外辦拿到原件之后，請(qǐng)通過(guò)快遞寄給客戶。注意，收發(fā)快遞也需要一定時(shí)間，請(qǐng)?jiān)谔顚?xiě)申請(qǐng)表和預(yù)訂機(jī)票時(shí)，把這個(gè)時(shí)間也考慮進(jìn)去。
