　　一、衛(wèi)生院大發(fā)展迎來新形勢，新機遇

　　機遇1：衛(wèi)生院經(jīng)過幾年的發(fā)展，已經(jīng)很好地解決了生存問題，不用再為生活問題發(fā)愁，徹底擺脫了醫(yī)院衛(wèi)生服務低水平，服務對象大量流失的困境，為下一步衛(wèi)生院再發(fā)展打下了良好的基礎。

　　機遇2：農(nóng)民群眾的收入有了很大提高，人均收入有了成倍增長，對健康也有了進一步的要求，對健康的投入也成倍增加，對鄉(xiāng)鎮(zhèn)衛(wèi)生院的再發(fā)展有了可靠的前提。

　　機遇3：在國家政策上為鄉(xiāng)鎮(zhèn)衛(wèi)生院的發(fā)展提供了保證。國家管理層已經(jīng)深刻認識到鄉(xiāng)鎮(zhèn)衛(wèi)生院在解決全民醫(yī)療衛(wèi)生服務中的地位和作用，只有提高鄉(xiāng)鎮(zhèn)衛(wèi)生院的地位，充分發(fā)揮鄉(xiāng)鎮(zhèn)衛(wèi)生院的作用，解決我國全民醫(yī)療衛(wèi)生服務才有可能。新農(nóng)合政策對鄉(xiāng)鎮(zhèn)衛(wèi)生院的傾斜，就是新形勢下國家衛(wèi)生政策的反映。

　　二、新形勢下衛(wèi)生院工作發(fā)展思路

　　(一)要重新對我院進行定位：在新形勢下，衛(wèi)生院的定位，是衛(wèi)生院發(fā)展首先要認清的問題，定位就是要根據(jù)國家的衛(wèi)生政策以及自己醫(yī)院所處環(huán)境，定出自己在整個醫(yī)療衛(wèi)生服務體系中的位置，位置找準了，發(fā)展就有了方向和目標，進而可以找到很多達到目標的方法。首先，我們必須明白我院已不是“賺錢自養(yǎng)”的醫(yī)療機構，而是承擔農(nóng)村初級衛(wèi)生保健，疾病控制和衛(wèi)生監(jiān)督以及對村衛(wèi)生室和鄉(xiāng)村醫(yī)生管理職能的農(nóng)村公共衛(wèi)生機構。因此，不能盲目地把我院建設確定在“提高醫(yī)療服務能力和水平上”，提出不切實際

　　的發(fā)展目標和要求，而應把重點放在公共衛(wèi)生職能上。這樣才不會錯失方向，帶來了錯誤的發(fā)展信息。

　　(二)要轉變思想觀念。思想的改革帶來的是服務模式的轉變，我覺得，以后我院應該是主動的深入到農(nóng)村，主動的為農(nóng)民提供綜合的醫(yī)療保健、健康教育、各種咨詢于一體的適應市場運行規(guī)律的新型衛(wèi)生院，變被動的事業(yè)型為主動的服務型。我們常說衛(wèi)生院的發(fā)展要堅持以人為本。這里的以人為本應具有兩層含義，不光是衛(wèi)生醫(yī)護人員，更應該是全鄉(xiāng)所有的村民，因為鄉(xiāng)衛(wèi)生院的功能決定了他所服務的是全體村民。因此，了解村民，為他們提供優(yōu)質的服務，讓農(nóng)民信任，是我院今后工作的重中之重，這對我院的發(fā)展才是最根本的。

　　(三)加強我院的自身建設。首先應規(guī)范我院的管理，一切活動依據(jù)標準，一切指標落實到人，一切評價應用事實的數(shù)據(jù)。我院的建設我認為應從以下幾方面著手：1,保證一定量的技術骨干，通過各種方式，多培養(yǎng)至少能保證村民基本醫(yī)療需求的醫(yī)護人員。2，根據(jù)我院的實際情況，做好我院醫(yī)療科室的建設，我不提倡大而全，而是要走適合農(nóng)村村民的�？平ㄔO道路。首先，建急診科：要能保證村民一般急診的需要，得到及時、有效的處理;其次，建婦科：

　　要能滿足農(nóng)民基本的婦幼保健的需要;還有一個很重要又容易被忽視的是中醫(yī)科：利用中醫(yī)的手段大力發(fā)展中醫(yī)、中藥、針灸、理療等農(nóng)民更易于接受的醫(yī)療服務，用低廉的價格，優(yōu)質的服務解決農(nóng)民的傷痛;最后，輔檢科室：必須完善，至少能滿足最基本的診斷要求，減少他們?yōu)樽鲆粋�檢查而往返于城鄉(xiāng)之間的勞頓之苦。

　　(四)建立健全的樞紐機制。密切聯(lián)系村衛(wèi)生室和上級醫(yī)療部門的關系，真正起到樞紐的作用。第一，我院要積極配合上級政府、衛(wèi)生行政部門，做好新醫(yī)改制度的實施，做實、做細農(nóng)村公共衛(wèi)生工作，在緩解當?shù)亍翱床‰y、看病貴”的問題上，貢獻我們衛(wèi)生院應盡的一份職責。第二，要加強對鄉(xiāng)村醫(yī)生的管理和支持�？偫碚f過：最基層的醫(yī)療衛(wèi)生服務是整個醫(yī)療衛(wèi)生服務的“網(wǎng)底”，只能加厚加牢而不能消弱。而鄉(xiāng)村醫(yī)生是這個“網(wǎng)底”的衛(wèi)士。因此，積極幫助他們改善執(zhí)業(yè)條件、解決實際困難，留住他們，才能保障“網(wǎng)底”不破。
